The need to integrate indigenous or local communities in the management of environmental resources cannot be gainsaid, given the importance of these resources for the sustainability of life. It is certainly for this reason that the international community is advocating for the integration of indigenous people in the management of environmental resources. In this book, the author is worried that Regional and International Conventions to which Cameroon is a signatory advocate the integration of indigenous communities in the management of environmental resources. Yet these communities are still to become an effective component of the management process. This calls for an investigation whether indigenous communities are integrated in the management of natural resources following the provisions of International and Regional Conventions, national laws and cultural practices of local communities or they are simply conceptual. ...This book captures community voices in matters relating to their relationship with specific archaeological heritage sites and landscapes in the Limpopo Province of South Africa. Focusing on the stonewalled archaeological heritage associated with Venda speakers and the reburial in 2008 of human remains excavated by the University of Pretoria from the cultural landscape of Mapungubwe, the book attempts to establish why archaeology and cultural heritage conservation struggle for relevance in South Africa today. In articulating the relevance of archaeology in South Africa in particular and southern Africa in general and in the context of public or community-based archaeology, the book explores how communities and the public interact, use and negotiate with their pasts. The research critiques the notion of archaeological heritage conservation and attempts to understand cultural heritage conservation from the perspectives of descendant communities. The book further exposes the conflict between cultural heritage protection efforts and modern development and questions the role of such efforts, given the challenges of unemployment, social inequality and poverty in democratic South Africa. The book is also about community engagement in archaeology, specifically in matters relating to access to cultural heritage resources. This study suggests that there is scope for community archaeology to take centre stage and drive future directions in archaeology if archaeologists change their approach in dealing with communities. Researchers are challenged in this study to rethink the notion of heritage, to debate the objectives behind cultural heritage conservation and to critically reexamine the relevance of archaeology today. These reforms were carried out amid economic crisis, structural adjustment and political upheaval. At the time, popular sentiment was that change on the economic and political fronts was imperative. However, the ruling elite, some of whom had been shuttling around the state apparatus since independence, feared that succumbing to popular demands for change was tantamount to political suicide, as was the case elsewhere on the continent. These elites thwarted opposition demands for a ‘sovereign’ national conference to discuss constitutional reform. The Francophone-dominated elite fiercely objected to Anglophone demands for the restoration of the Federal state that was dissolved in 1972. Instead, decentralisation was presented as an authentic forum for grassroots autonomy and municipal councils as credible arenas for community participation in local development.
