The university textbook prepared at the UPJS Faculty of Public Administration. The introductory chapters (I State and II Form of the state) are devoted to the state, states overeignty, state mechanism, state authority, form of state, form of government, form of state establishment, state regime. In the III chapter entitled Democratic State, the author analyzes in detail the essence of a democratic state, the basic forms of exercising power in a democratic state and devotes a separate subchapter to the election law. In the form of an excursion, the author also describes undemocratic forms of the state. In the IV chapter entitled The Rule of Law,the author emphasizing the organic link between democratic state and the rule of law, pays attention to the historical development of the idea of the rule of law, the analysis ofthe principles of the rule of law and the foundations of constitutionalism. The textbook results in the final chapter entitled Legal Status of the Individual in a Democratic state governed by the rule of law.
