In accordance with the National Security Strategy of Russia (2021), the fight against the most dangerous types of crimes committed by organized criminal groups remains one of the priority areas of government activity. Statistical analysis of data from the GIAC of the Ministry of Internal Affairs of Russia in recent years shows a steady increase in the number of such crimes: from 6.6 thousand in 2021 to 13 thousand in 2023. Most of them are categorized as serious or especially serious. Despite the loss of their former positions, the so-called thieves-in-law and their entourage have a negative impact on the criminal situation both in certain regions and in places of deprivation of liberty. Many of them have foreign citizenship.
