The book deals with a specific aspect of corruption in public contracts in the context of systemic corruption in the Czech Republic. The author analyzes the phenomenon of public procurement, proposes a theoretical concept as an explanatory tool for revealing the causes and sources of corruption in public procurement, and elaborates the theoretical starting points for the design of an effective anti-corruption policy. The publication provides readers with not only a basic overview of the issue, but also specific answers to the questions: How do pre-concluded collusive agreements and other manifestations of systemic corruption affect public procurement? How are public administration failures manifested in an environment of systemic corruption, or its actors? What is the role of parallel (external) structures in the public administration's decision-making of what and how to assign?
