In the conditions of the external environment, which negatively affects the functioning of regional socio-economic systems, the issues of searching and theoretical substantiation of internal factors that have significant development potential and can have a positive impact on the region's economy are actualized. For the European North of Russia, the sphere of tourism acts as a strategic resource for the development of the region, the stimulation of which contributes to the expanded reproduction of the economy. The features of the functioning of this sphere are investigated and the presence of key constraints that restrain the socio-economic development of the region are revealed. On the basis of the input-output balance method, the author's methodology for assessing the impact of tourism on the main parameters of the regional socio-economic system has been developed, which proves the importance of this internal factor for its development. The strategic priorities for the development of tourism are substantiated, contributing to the increase of its influence on the economy of the region.
