Vartan Oskanian first came to Yerevan in September 1973 as a college student. When the Syrian-born diasporan graduated and went to the U.S. it was Soviet Armenia that he left. He returned nearly 20 years later, as a young diplomat ready to work in the foreign ministry of a newly independent Armenia.
