The work is based on wide statistic data characterizing the condition of the Russian scientific and technical complex during a sequence of historical epochs. Volume 1 is devoted to the history of formation and development of the Russian scientific and technical potential in the pre-revolutionary Russia and the USSR up to the eve of its collapse at the beginning of the 1990s. Volume 2 represents analysis of the Soviet scientific and technical policy as compared to those of the leading countries of the world in the second half of the XXth century.
