A regular Report on Human Potential Development in the Russian Federation is proposed to the readers. Similar reports are published with the initiative of UNO Development Program in many countries of the world. Annual World Reports, which contain surveys on the world countries in whole are also issued. The Reports are prepared by independent experts groups.
The present Report is focused on the topic of “Russia’s Regions: Goals, Problems , Solutions”. The accent was made on diversity of the regional development priorities as well as on the possibilities to raise the life quality of population. There are some examples of the national programs, realized on the regional level, which contribute to achievement of the Millennium Development Goals by the regions and by the whole country as well. There is also a comparative analysis of the existing Human Development problems in the Russian regions and characteristics, used for the assessment.
