The urgency of the problem of studying the managerial activity of the head in the science and practice of management is substantiated. It is argued that the political, economic and socio-psychological features of modern society place new demands on leaders to choose the best leadership styles in the entire social sphere, including in the system of internal affairs. Managerial competence presupposes that the manager has special character traits, personal qualities, knowledge and skills in the field of management theory and practice in the presence of an official range of powers. The collective characteristic of the personality of the head of law-enforcement bodies is considered, with allocation of groups of professionally important qualities: moral and value orientation of the personality of the head and its motivation; cognitive and prognostic qualities; emotional and volitional qualities; communicative qualities; organizational qualities. It is revealed that in practice of official activity of heads of law-enforcement bodies of various levels the special skills caused by: actions in extreme conditions are necessary; resolving conflicts between subordinates; business interaction on the decision of economic and economic questions and questions of interaction with other departments and the organizations; actions in other situations of operational and service activities.
