Karine Khodikyan was born in 1957 in Akhalkalak, Georgia, she is a graduate of the Yerevan State University’s Philological Department. She was the editor of the literary section of Garoon Literary Magazine as well as the Literary Paper of the Writers Union of Armenia (WUA). She held the position of vice-Minister of the Youth and Culture Ministry.
