The monographic work presents the results of a sociological survey of the heads of municipalities of the northern territories in conjunction with the results of statistical studies of key indicators of the socio-economic development of municipalities, characterizing the dynamics of production, the standard of living of the population, the state of small businesses, and the budget process. The expert survey, supported by statistical analysis, allowed us to form a clearer, comprehensive picture of the problems of municipalities. Constructive solutions to the identified problems have been clarified and systematized, targeted recommendations have been developed for various levels of government, aimed at increasing the efficiency of management decisions and helping to achieve balance and stability in the socio-economic development of municipalities in the northern regions.
