The authors consider the main principles in the financial securing of European Union's local governmental bodies, paying much attention to the role of taxes, cash grants and subsidies in the formation of local budgets. On the example of several countries, different variants of state financial aid to municipal institutions are analyzed. Objective factors that restrain local taxation and decentralization of state tax resources are also shown.
