In order for the country to develop its productive forces, conditions must be created to ensure their development. In the first decades of the Soviet Union, the country had developed the most advanced institutional system. The development of productive forces has therefore been rapid and successful. However, the system was not devoid of the errors inherent in its first experience. These mistakes eventually led to the build-up of controversy and the collapse of the established institutional system.
