The present publication was prepared in the framework of the Tacis project Addressing the Social Impact of Economic Restructuring and Privatization in the Russian Federation (EDRUS 9410), which operated from December 1996 to March 1999 under the auspices of the RF Ministry of economy. The author, Tatiana Belkina, Head of the Centre for Housing research of the Economic Forecasting Institute of the Russian Academy of Sciences, was one of a mixed team of senior specialists from Russia and European Union, who worked in the project and produced a comprehensive report Addressing the Social Impact of Economic Restructuring and Privatization in RF. Key problems and solutions. The report provides a detailed analysis of a number of key issues of social policy reform in Russia at the end of 1998 and proposes concrete measures to be taken by relevant government administrations at federal, regional and municipal levels to tackle the identified issues.
