The book analyzes the Bulgarian political system from the perspective of law. It seeks to answer a simple yet important question: how come that 30 years after the demise of the one-party regime, living standards in Bulgaria still do not compare to those of an average European nation? Why have the European single market and the free movement of goods, capital and people failed to help Bulgaria catch up with the rest of the EU in the 14 years since the country's entry to the bloc? The usual answer is because Bulgarian politicians are of "low quality". But the truth may be different. Examining the Bulgarian Constitution and the political reality it has created, the study suggests that, ultimately, the problem is due to the system which gives the politicians too much uncontrolled power rather than the politicians themselves.
