The monograph is devoted to the urgent problem of increasing the balance of socio-economic development of the subjects of the Arctic zone of the Russian Federation. The theoretical and methodological foundations of the balance study are considered: the conceptual foundations of the balanced development of the Arctic socio-ecological-economic systems are supplemented; the classification of modern economic and natural-climatic threats and challenges to balanced development depending on the source and type of impact is carried out. A methodology for assessing the balance of the Arctic socio-ecological-economic systems is developed based on the concept of a balanced scorecard: methodological techniques for conducting the assessment are identified and systematized, a system of measuring key factors is substantiated based on the target values ​​of indicators interconnected with the goals of increasing the balance. A methodological approach to the formation of an effective employment system in the economy of the Arctic regions is developed based on the typology of types of economic activity according to the degree of influence of the components of structural shifts (national, sectoral, regional) on the level of employment and the identification of key points of employment growth. The monograph is addressed to students, graduate students, teachers, researchers and specialists in the field of regional economics.
