Mikhail Fedorovich Sychev is a candidate of economic sciences, in the past a prominent party leader, head of the agricultural department of the Vologda regional committee of the CPSU, second secretary of the regional committee of the CPSU, delegate to the XXVII and XXVIII party congresses, deputy of the Supreme Soviet of the RSFSR. In the 90s, he was one of the leaders of the process of restoration and revival of the activities of the Vologda regional organization of the Communist Party of the Russian Federation.
