The study reveals details of Russian Empire migration policy in the North Azerbaijan at the XIX - beginning of XX centuries. Having conquered the North Azerbaijan at the first half of XIX c. Russia spurred the process of migrating Germans, Russians, Armenians, Kurds to the newly-acquired territories. This policy resulted in radical changes of ethnical and confessional structure of the local population thus creating furtile ground for future outbreaks of international strife.
