"The Guillotine of Ukraine" was the sobriquet applied by a contemporary to Vsevolod Balytsky, who headed the GPU-NKVD (State Political Department - People's Commissariat of Internal Affairs) in Ukraine for many years. On the basis of unique documents and sources, the authors of this study recreate in detail, for the first time, the major episodes of Balytsky`s life to reveal his actual role in the creation and leadership of the Bolshevik secret policy in Ukraine, as well as the circumstances of his death.
