The author of the book studies communication mechanisms between metropolitan and provincial cultures in development of the Russian national culture. An important role in transmission of forms and values of the new national culture was given to the institutes of secular culture (schools, departmental and public libraries, theaters and noble meetings) at the end of the XVIIIth – first half of the XIXth centuries. Those institutes created social and cultural potential of the society.
