The monograph examines the problem of interaction between regions and the union-republican center in the USSR in the 1950s – 1980s on the material of the Upper Volga regions of the RSFSR. Considerable attention is paid to the analysis of theoretical and methodological aspects of the interaction between the periphery and the center, the periodization of the post-Stalinist history of the USSR. The personal composition of the leading personnel of the Upper Volga regions, the role of the regional committee of the CPSU and the regional executive committee, the specifics of the Upper Volga Economic Council as a phenomenon of the Khrushchev era are analyzed. The language, communication practices and images of regional authorities, lobbying as a phenomenon, as well as citizens' complaints as a channel of special interaction between local authorities and society are investigated.
