In Bulgaria, attitudes towards EU membership took shape in the early 1990s in the conditions of a turbulent and uncertain atmosphere in the country after the collapse of the communist regime. In this initial stage, they are bound by huge public expectations for salvation from the escalating political and economic crises in the early years of the transition and restoration of normality in the country. The EU is unknown and distant, perceived as the embodiment of the progress of the Western world, the inclusion of which is a "dream", "dream", "chimera". As the preparatory process progresses, joining the EU begins to look closer and therefore more real. This somewhat changes the initial idealistic attitudes and makes relevant the more pragmatic questions regarding the "benefits and costs" or the real direct and indirect consequences of this political act on the Bulgarian society. The aim of the present work is, through an analysis of the empirical foundation of concrete facts, to understand the logic in the particular way of carrying out the preparation of the country for integration into the EU.
