The monograph discloses the process of national state building, economic and cultural development in the North Caucasus in the period between wars – the 1920s - 1940s. This period can be characterized with revelation of two main tactics in the development of country: the New Economic Policy (until 1928), which planed certain liberalization in social, economic and public life, on the one hand, and Stalinist, which implemented modernization with the use of methods of violence and oriented at transfer into state of all sides of life.
