The first volume contains biographies of famous people in Siberia: from Genghis Khan, his sons and other relatives, to Ivan the Terrible, who made the historic decision to develop Siberia, Ermak, famous Kyrgyz, Tuvan, Buryat, Yakut princes, all Russian emperors, general secretaries of the CPSU Central Committee, explorers of Siberia, the Arctic and Pacific Oceans, current regional leaders, scientists, athletes, and so on.

The publication is dedicated to the upcoming 400th anniversary of Krasnoyarsk, which will be celebrated in 2028. It was the Krasnoyarsk and Yenisei Cossacks who annexed Siberia to the Russian Empire. They founded Yakutsk, Irkutsk, Chita, Khabarovsk. They discovered Kamchatka and Chukotka, annexed Alaska to Russia. This dictionary is based on the Great Encyclopedic Dictionary of Siberia and the Far East, published in 2011. The editors have added a hundreds of new articles and photographs.
