The article presents the criminal policy in the first years of the Soviet power, the history, stages of development and adoption of the first Criminal Code of the RSFSR, its significance. The conceptual bases of a number of institutes of the General and Special parts of the Code have been disclosed, and their general characteristics have been given.
The annexes contain all the drafts of the Criminal Code of the RSFSR of 1922 and its original text. This provides a more focused perception of existing approaches both to the formation of codified legislation and to a number of provisions of the general part of criminal law.
