The brochure is prepared as a textbook for the advanced training of the authorized machinery employees and commissions (councils) on human rights in the Russian Federation. This project is a part of activity of the Moscow Helsinki Group carried out in cooperation with the Human Rights Office supported by the European Union in the framework of the campaign of opposition to xenophobia, racism, anti-Semitism and other forms of discrimination in the Russian Federation. The materials of the corresponding project are used in the collection.
