The book deals with a specific aspect of corruption in public contracts in the context of systemic corruption in the Czech Republic. The author analyzes the phenomenon of public procurement, proposes a theoretical concept as an explanatory tool for revealing the causes and sources of corruption in public procurement, and elaborates the theoretical starting points for the design of an effective anti-corruption policy. The publication provides readers with not only a basic overview of the issue, but also specific answers to the questions: How do pre-concluded collusive agreements and other manifestations of systemic corruption affect public procurement?
