The present publication contains two researches prepared independently by the authors groups of RISI and ISK RAN on the one and the same topic. In general, it can be formulated as START-II (Strategic Arms Reduction Treaty) and discussion developed among the political elite of the country concerning this treaty. The aim of this work is to show the necessity of making the compromise with the treaty partner and inland. As a result the balance of the arguments is decided in the treatys favor.
