The book appeared in 1894. The author is Petar Pop Arsov, who for justifiable reasons presented himself under the pseudonym Vardarski. He is one of the six founders of the Macedonian Revolutionary Organization (MRO). The book is written at the request of the Central Committee of the MRO, so the attitudes in it for the specific issue should be treated as MRO views.
