The book is devoted to the Great terror of 1937-1938. The author claims that in different republics and regions of the USSR there was no single repression strategy. He tries to explain this fact by the differences in the positions of regional leaders of the NKVD and to identify those NKVD regional leaders who were responsible for the bloodiest repressions.
