In the 90-ties Russia began to pay more serious attention to the Asia-Pacific, than its predecessor, the USSR. To a large extent this change of attitude was caused by the fact that this region turned into the most quickly and dynamically developing region of the planet. The author, having been engaged in political and legislative activities for more than ten years, tries to show all aspects of this new attitude and to give adequate interpretation of different documents and materials used.
