The monograph is developed by the Working Group of the National Council for the Public Administration Reform and Civil Reform. The aforementioned group activities are carried out within the framework of the UNDP "Governance Strengthening and Public Administration Reform" presidential project. The first methodological and theoretical research in this area reflects the public administration reform progress, its theoretical basis and practical experience in the Kyrgyz Republic.
