This survey deals with the idea of competitive federalism which is becoming worldwide popular. The authors start with the investigation into such basic problems as the sovereignty of a region, asymmetry of the federation, and oligarchic groups on the regional level. Then they come to the analysis of some more specific questions, such as property rights in a region, financial borrowings of the local authorities, evolution of the regional banking systems, and formation of legislative base for the foreign economic activities in regions.
