The edition traces the history of Razryadny Prikaz in 1676-1677. So-called “prikazy” (orders) first appeared in the XVIth century as a group of people executed orders by the Grand Prince. With the lapse of time the orders acquired the traits of permanent public institutions. Their flowering fell on the XVIIth century, but by the end of the XVII – the beginning of the XVIIIth centuries the system of orders was destroyed by Peter I. Its forcible collapse gave rise to an urgent issue: have orders become obsolete as the system of public authorities by that time or they still had the potential for further growth.
