The author considers museums to be a form of folk art. On the basis of a wide range of sources she analyzes and generalizes the experience of origination and mass development of public museums in Western Siberia during the period of 1960-1990. The modern state of public and municipal museums is investigated using statistical data and materials of sociological surveys.
