Land reforms, which began in Russia in the 1990s, were supposed to lead to the emergence of a new class - private land owners, but in reality this has not happened so far. Only a small part of rural residents became owners de jure, and the constantly changing rules for allocating land continue to perplex not only potential landowners and land users, but also employees of district administrations. This collective monograph sums up a two-year field study conducted in the Tyumen region: the authors, using various examples, consider the mechanisms for the implementation of the share right to land and the insoluble contradictions arising in this case, as well as critically assess the consequences of land transformations and predict options for the further development of the land issue.
