The minutes of the meetings of the Minsk magistrate and the city council most fully cover the issues of the activity of the Polish authorities in the city in 1919–1920 from the known documents of the local self-government structures. They reflect the organizational structure, personnel, main activities, issues of interaction of the magistrate with the Polish military authorities and civil administration. They are especially important for studying the realities of everyday life of Minsk residents and its environs.
To date, the state of preservation of most of the materials of the Minsk magistrate is unsatisfactory: cheap paper, designed to create copies of documents, due to obsolescence became brittle and began to crumble, and burning ink
resulted in some of the texts not being read. All this threatens the loss of unique documentary sources. Therefore, one of the main purposes of this collection was their salvation and introduction into widespread scientific circulation.
