The monograph is devoted to the activities of a unique department in the history of the state administration of the Russian Empire - the Ministry of Police, which existed in parallel with the Ministry of Internal Affairs from 1811 to 1819. The great statesman, reformer M. M. Speransky stood at the origins of its creation. The role of the department in this difficult period of Russian history is shown, including during the Patriotic War of 1812 and the subsequent foreign campaign of the Russian army. The organizational structure, goals and functions of the Ministry of Police are reflected.
