The status of local self-government bodies largely depends on its structural-organizational and competence blocks. This monograph is devoted to organizational aspects of the formation of municipal bodies and the participation of the state in these procedures. In particular, in the appointment and selection of persons occupying municipal positions. The work investigates the essential characteristics of certain, including poorly studied and at first glance invisible, mechanisms of power centralization. A number of problems related to the defectiveness of the categorical (conceptual) apparatus are revealed.
