The publication is dedicated to an outstanding Estonian energy scientist. He began his professional career in 1957 at the production association “Estonslanets”; his interest in science led him to the Estonian Academy of Sciences. He began to develop a systematic ecological-socio-economic approach to the basics of optimization of energy facilities. By the beginning of the 1990s, the list of his scientific publications amounted to 200 titles. In 1990, a group of power engineers was invited to the United States, including H. Barabaner. He read scientific reports at the National Academy of Sciences in Washington, at Morgan Bank, at Princeton University, and at the largest energy companies in America. Subsequently, he took part in international conferences and seminars in Europe and Asia, and was a member of the Scientists Club in Astana. In 1992, H. Barabaner opened the first private university in North-East Estonia - the International Environmental Technology College, and later, having undergone international accreditation, founded the Institute of Economics and Management (ECOMEN) in Tallinn with a register of 20 specialties.
