The monograph examines theoretical and methodological issues of the state industrial policy management system. The reasons for the imperfection of the current mechanism for implementing the country's industrial policy are analyzed. A new concept for implementing industrial policy is proposed, which includes the author's method of calculating the cost price "cluster-costing". The algorithm for conducting a factor analysis of the cluster cost price proposed in the work allows harmonizing the relationships in the chain state - enterprises - cluster participants, and the prepared proposals for amending the legislative acts of the Russian Federation allow legitimizing the cost calculation method.
