The book was inspired by the state administration reform in Bulgaria. Therefore, the analysis involves feedback from civil servants and takes account of established administrative practice. The public administration seeks to retain its skilled employees, but it also has to fulfill such objectives as raising service quality and achieving a high public result while using available resources as sparingly as possible. That is why the main problem facing the administration is how to streamline work processes so that resources can be used more efficiently.
