Alexander Mikhailovich was an active statesman. He gave many years to the navy and the formation of the merchant fleet of Russia. He played a decisive role in the formation of Russian aviation, was the initiator of the creation of the first military aviation school in Kacha near Sevastopol in 1910, and was the chief of the Imperial Air Force.
