In 1990-1995 the author represented Khakassia first in the Supreme Soviet and then in the State Duma of the Federal Assembly of the Russian Federation of the first convocation. During these years the first transformations in the federal structure of our state, which affected the named region, were realized.
On the basis of the received deputy experience and direct participation in the mentioned historical events, the author analyzes the constitutional and legal processes associated with the transformation of the Khakass Autonomous Oblast into a republic, the adoption of its Constitution, the reforming of state power and local government in connection with the state and local self-government.
