The lag in economic development of some regions of Russia is a significant obstacle to the efficiency of its economic activity and to the country's taking its rightful place in the world economy. A particularly aggravating negative influence, fraught with a probable increase in the threat of social stability disruption, is exerted by outsider regions. This work aims to identify the causes of chronic backwardness and to substantiate measures that encourage the adoption of an accelerated development path.
