The fourth volume includes publications published in newspapers and magazines in 2006-2008 in Kazakh and Russian. Already in 2006, the author raises issues of reviving strategic planning, the possibility of clustering the economy, expectations from the implementation of the housing program, the focus of personnel training, financing science, the consequences of joining the WTO, etc. Of particular interest is a series of articles under the heading "Economy with High Intelligence". In them, the author talks about special management of science, education, and health care. Of great interest is the analysis of the influence of external markets on investment factors in the diversification of the economy. Here the author expresses his concerns about the uncontrolled export of domestic capital abroad, which may affect, first of all, the economic security of the country. Since the most important priority is the transition to the path of innovative development, the author, based on the analysis of a large statistical material, asserts and substantiates the need to form a system of laws in the field of state support and regulation of innovative activities.
