In the edition one of the most topical issues of modern Russia is in-depthly investigated discrimination on the basis of place of residence and ethnic origin. The purpose of the study is to reveal systematic and grave violations of human rights in the City of Moscow and the Moscow Region (oblast) in the period from 1999 to December 2000. These violations became apparent in the persecution of citizens of certain ethnic groups (people from the Caucasus Region, first of all Chechens), in arbitrary and illegal refusals to registration cards by policemen accompanied by arbitrary detentions, beating up of detainees, bursting into apartments and confiscation of personal documents. The authors of the book S.Gannushkina, J.Chardina successfully achieved the purpose presenting a numerousness of unique and shocking in their content data.
