This book is based on the results of a complex sociological study carried out by INDEM Fund in Saint-Petersburg and Tver in 2006 supported by the Moscow Public Scientific Fund. The aim of the study was to provide a panoramic view on the situation as ordinary citizens of these cities see it. A thorough analysis made it possible to assess citizens’ attitude towards law-enforcement bodies and their work, to reveal strong and weak sides in law-enforcement bodies’ activities and to plan directions and priorities of their optimization.
