The proposed dictionary edition characterizes the current level of development of the conceptual apparatus in the field of normative legal regulation of the sphere of culture and art. It is the first time in domestic practice that the basic concepts, terms and definitions related to this sphere, regulated by legislative acts, have been collected and systematized. At the same time, definitions of concepts are in most cases given as verbatim extracts from the text, reproducing normative provisions of legal acts.
The systematization of conceptual material used in normative legal acts is particularly relevant in the light of the development of a new draft law on culture of the Russian Federation. The publication can provide significant assistance in improving federal and regional legislation, departmental rulemaking, unification of departmental acts on the basis of a unified conceptual apparatus of Russian legislation.
