The project of the Imperial Public Library was aimed at collecting all of the foreign-language books and documents, the plot of which dealt more or less with Russia and all of the aspects of its existence. Printed in 1873, the catalogue was supplied with the compilers’ foreword, where the thorough description of the criteria for selection of works as well as the structure of the publication itself are clarified.
